About the Working Paper Series
The working papers series on regulation and governance was established in November 2009. The series is intended to convey the preliminary results of ongoing research. The Working Papers constitute “work in progress”. They are published to stimulate discussion and contribute to the advancement of our knowledge of regulation and governance matters. In other words the Working Papers have not undergone blind review. The views expressed in these papers are those of the authors and do not necessarily reflect the views of the editors. We welcome feedback from readers and encourage you to convey your comments and criticisms directly to the authors. Working Papers are available online only.
